【研究目的】

本研究の目的は、アフリカの持続可能な開発に資する資源管理政策を、開発の政治的側面に注目して探求することにある。資源管理政策を論じるにあたり、従来の研究では十分考慮されてこなかった政治権力と「資源化」に関わる問題に注目する。資源管理には国家、伝統的権威、ドナー、多国籍企業など、様々な権力主体が関与するが、本研究ではその関係を資源化過程と政策分析という通時、共時の2つの軸で分析する。研究対象として、土地を中心としつつも農産物、野生動物や文化も含め、それらが資源化の過程で政治権力とどのような関係を切り結んできたのか、またそれら資源の管理政策にいかなる政治権力構造が反映されているのかを解明する。資源化の歴史分析と資源管理の政策分析を組み合わせて当該資源の管理をめぐる政治権力構造と課題を明らかにし、実効的な政策を提言する。

報告タイトル:Land Restitution in South Africa: The Post-settlement Dynamics and the Re-opening of Land Claims
報告要旨:The South African Government, re-opened the lodgement of land restitution claims in 2014, marking the beginning of phase II of the land restitution programme. The lodgement of land claims for Phase I began in 1994 and closed at the end of 1998. But there has been widespread scepticism about the re-opening of the claims, with critics citing the fact that many rural claims (20 952 claims, representing 25% of the total) which were lodged during the first Phase have actually not yet been settled, and that, even those which have been settled, in over 50% of the settled claims, land has not been formally transferred. While the media and other commentators have focused on questioning the reasoning behind the re-opening of the land claims, little attention has been given to what happens after the land claim is successfully settled. This paper examines the post-settlement dynamics, especially settlement claims involving the restoration of land. The paper argues that there are many challenges facing claimants post-settlement, and most of these challenges relate to the process of settling the claims. The paper draws from a study conducted in the Eastern Cape Province in 2014.
