The event's aim was to consider discourse in cinema and theater during 15 years of war through reports by and dialogue between dramatist and critic Takayuki KAN and Iris HAUKAMP, who researches prewar Japanese cinema from the perspective of war and the film industry.

Their reports revealed the differences between cinema and theater, and those between state control and the pursuit of state policy.

Theater frequently escaped state control.
With the Cinema Law and the mobilization of audiences to inflate viewing figures for propaganda films, cinema cannot be said to have been under full control either.

Thus, the connect and disconnect between "individual" and "state" also came into focus.
