東北地方太平洋沖地震による被災建物への「建物被害認定調査」について (英語)

Building Damage Assessment of the buildings damaged by the Earthquake and tsunami off the Pacific Coast of North-Eastern Japan

To assess the extent of damage caused to buildings by the earthquake and tsunami that hit the Pacific Coast of North Eastern Japan, Sendai City is conducting a ‘Building Damage Assessment’ and we request all residents to cooperate with the following guidelines.

In case of repair or demolition of the building
 In case you are getting repairs done or tearing down the building before our officials come for the inspection, kindly ensure that you have the following ready for verification so that the extent of damage can be verified even at that later date.

1. Photographs showing the damage status before the repairs.
(1)photographs showing a full view of the damaged building
(if possible take pictures which show the full view from all four sides)
(2)photographs showing the condition of the areas which have been damaged
 (roof, pillars, outer wall, inner wall, fittings, foundation, flooring, ceiling, facilities etc)

2. The estimate and the detailed statements of the repair or demolition

3. Other documents which can be of reference to confirm the damage status.

What is Building Damage Assessment?

1. Building Damage Assessment is an inspection carried out by Sendai City authorities based on national standards, to assess the extent of building damage (completely or partially-destroyed etc.).
*Note- The inspection for this assessment is different from the previous “emergency safety check,” which was to evaluate the degree of risk for damaged buildings.

2. Since the devastation caused by the earthquake disaster is severe, it will take time to visit and inspect individually. We appreciate your understanding in this matter.

3. We will notify you later of formalities of the Disaster victim Certificate (Risai shoumeiり災証明a certificate issued when we confirm the degree of the damage to housing caused by the disaster) and the Disaster victim notification certificate (Risai todokede shoumeiり災届出証明 a certificate issued to certify your report of damage other than that to housing.)

■ Inquiry can be made on whether a disaster victim has left Japan or not as means to ascertain their safe wellbeing.
Inquiries may be placed for the following:
Those who are either family members or have blood ties with the inquirer and registered as foreign residents in towns and villages that are designated as under Disaster Relief Act within four prefectures of Aomori, Iwate, Miyagi and Fukushima.

Means of inquiry: can be placed by filing the following "Declaration Items" through telephone, fax or e-mail. Answer will be made through telephone, fax or e-mail as to whether or not the registered foreigner in question has "embarkation (exit record) from the country" (has exited the country before the earthquake and has no record of entering the country afterwards.) It will require about half a day.

(1) Items related to the foreigner in question: nationality, name, date of birth, sex, place of residence (XX prefecture, XX city, XX town)
(2) Items relating to yourself: nationality, name, date of birth, sex, address/place of residency, telephone number (fax number) relationship between yourself and the foreigner of inquiry

*It is not possible to ascertain the embarkation (exit records) of those who are residing outside the area designated as possible areas for inquiry, or to confirm location of those whose place of residency is unknown.

1. What should the residents within peripheral areas of the nuclear power plant do in case of a nuclear power plant accident?

? First thing to do is to collect information from radio or television, or from the municipalities through PR vehicles or radio on disaster prevention administration, or cable broadcasting. Do not be swayed by rumors. Please act swiftly when instructed by the local municipal authorities to stay indoors or to evacuate.
? In case of staying inside buildings, shut tight all the windows and doors and stop ventilation fans and such to assure no air from the outside will enter.
? Please refrain from consuming agricultural crops grown within the areas of evacuation until safety is assured.

2. What should we be concerned about when we evacuate from our residence?
? In order to not take in the radioactive material, if outdoors, fold and wet either a towel or cotton handkerchief with water, and then squeeze them tight to place over your nose and mouth for protection. This should prevent you from inhaling most types of radioactive material.
? Please make sure to wear a hat, etc., and try to not expose your skin as much as possible.

3. How would radioactive material in air influence human body? Please advise based on the amount of radioactive exposure.

? The radioactive material within the air can reside within the environment if it rests on to the ground surface or on buildings. In that case, you risk taking the radioactive material within the body by consuming the drinking water or agricultural crops affected with radioactive material.
? There can be effects on your health if exposed to radioactivity, however, its influence or type of influence will depend on the amount of radiation. For example, radioactive exposure below 100mSv (milli-sievert) will not cause immediate impact on health. The higher the amount of radioactivity, the higher the risk of developing cancer in a few years to few decades time, but the risk is about 0.5% in case of 100mSv radioactivity. This is much lower risk by several factors of ten, compared to developing cancer related to lifestyle habits, such as smoking or diet, and there is no need for excessive concern.

>Sewage disposing facility is less functioning. There is a possibility that sewage may flow back and may spurt out from utility holes (manholes).
>When using toilets, please flush the toilet with the least amount of water.
>Please wash dishes with stored water and store the bathwater for use.

- Gas Supply
>All city gas supplies in Sendai City Gas Bureau area are currently unavailable.
>In order to prevent second disasters including gas leakage, please make sure to close all appliance valves, gas valves, and gas meter valves, and refrain from using them.
>Sendai City Gas Bureau is paying visits to customers’ homes to check gas meter valves. There is no prospect yet for restarting the supply.

■Bureaucratic Procedures
??- Foreign Resident Registration
・Ward Office (Kuyakusho) and General Branch Office (Sougou Shisho): Open from 8:30 am to 5:00 pm.
・The procedures will take longer due to manual procedures.

- National Health Insurance
? In case you cannot present your health insurance card to medical institutions due to loss or others, you can have an examination by claiming your name, date of birth and address.
? Those who need a health insurance card reissued, please visit a ward office or general branch office to file your address, name, sex, phone number and other information, when required.
? Before visiting medical institutions, if certain conditions including completely- or partially-destroyed house and other damages are certified by ward office or general branch office, some of the health insurance will be exempted. The accompanying materials are not required in this case.

- Postearthquake Quick Inspection of Damaged Buildings
To quickly investigate whether or not the buildings damaged by the earthquakes can be used, the Postearthquake Quick Inspection of Damaged Buildings will be implemented. For details, please contact the City Hall’s Town Building Division (Machinami Keisei Ka).

- The deadline and due date for city tax-related declaration/procedures will be postponed for the time being.

■Prevention?
- Fire prevention
1. Fire is breaking out from houses where electricity has been restored. To prevent the fire, please pay attention to the following:
(1)In case you evacuate from your house, please cut off the power breaker.
(2)If you wish to use electric appliances at home once electricity has been restored, please make sure to unplug all plugs from outlets.
(3)Next, please turn on the breaker switch and check that you do not smell any unusual odor.
(4)Then, please insert the plugs of electric appliances one by one and check the safety to use them.

2. In addition, for the fire prevention purpose, please pay attention to the following:
(1)In case of using candles due to the blackout, please make sure to first check that there is nothing burnable around yourself and then use them safely such that they will not fall because of aftershocks.
(2)In case of using oil heaters which you do not normally use, please ventilate the room frequently to protect yourself from carbon monoxide poisoning.
- At emergency shelters, please try to prevent from catching a cold by washing and sterilizing your hands or wearing a mask.

- Kindergarten (Youchien) and School
・Sendai City municipal kindergartens, elementary schools, junior high schools, high schools, and special-needs schools will be closed starting from Monday, March 14 to Friday, March 18.
・ The announcement of high school examination results originally expected on March 15 will be postponed until Tuesday, March 22 or later. The secondary application for municipal high schools originally expected on Tuesday, March 22 will also be postponed.

- Opened Childcare Centers (Hoikujo)・All municipal childcare centers and 12 private childcare centers are open. *The acceptance situation including food service differs in each childcare center. Please contact each center for the detail.

- Children’s Hall (Jidou-kan) and Children’s Center (Jidou-Center)
