This essay is a mid-term report for the research project on "the Range
of Human Security Issues in the Context of Africa." This essay
illustrates the relationship between peace-building and human security.
The essay argues that activities oriented towards peace-building and
human security have the same goal. Stable society pursued in
peace-building will contribute to enhancing human security. Providing
human security will prepare for a foundation for durable peace. However,
on many occasions, the two contradict with each other. The essay
identifies such a case by focusing on the example of humanitarian
operations for Rwandan refuges between 1994 and 1996.
